What does certification actually attest?

It attests equivalence between the language renderings identified by the document's hashes — that is, that the translation is a faithful rendering of the text submitted to us. It does not attest to the authenticity of the underlying original document; whether the original itself is genuine or valid remains a matter for the receiving office to assess.
